Hmmmz… From what I know, in most part of the Singapore Beaches, there are apparently at least 2 lifeguards watching over the swimmers.

maybe coz the beach is free and at the pools u pay and the money goes towards the lifeguards pay ????????References :
different states have different laws. here in nys, there has to be lifeguards at every public pool or beach. when i travel to florida, i notice there are no lifeguards wherever i go. no guards at hotels, motels, beaches, condos, etc.
